Use 7zip when importing languages other than English

For specifiers importing multiple MS Word-based specs in languages other than English we recommend building the .Zip file using 7zip instead of WinZip (the standard MS Windows zipping library).

So, for example, if you wanted to import a number of MS Word-based specs written in Japanese, zipping the files up with WinZip will cause the filenames to import incorrectly into the platform.
